The Comprehensive Economic and Trade Agreement (CETA) is a free trade agreement between Canada and the European Union.    It was provisionally applied thus eliminating 98% of the duties already in force between the two parties. 1. For the purposes of this Agreement, a subsidy shall be considered to be a measure related to the movement of goods which is likely to cause serious difficulties or the functioning of the Economic and Monetary Union of the European Union; the European Union may adopt safeguard measures strictly necessary to deal with these difficulties for a maximum period of 180 days. If their commercial value is lost, the arbitration panel and the parties shall do everything in their power to expedite the proceedings as much as possible. .
